The Affordable Care Act included provisions for online health insurance exchanges where individuals and small employers can shop for health insurance coverage and determine if they are eligible for tax credits and other subsidies. State and federal marketplaces for individual enrollees are up and running, but they face ongoing challenges maintaining affordable and attractive products. Meanwhile, implementation of the Small Business Health Options Program (SHOP) exchanges has been delayed and has not provided small businesses with the new coverage options the law's architects envisioned.
